Tariff changes

Every change to the data behind HTSBase: new and removed U.S. tariff lines, rate changes, Chapter 99 measures and EU import rules. Newest first.

  1. Baseline

Changelog starts: current U.S. tariff schedule

HTSBase tracks 20,422 tariff lines under 1,250 headings, as published by the USITC and downloaded on October 22, 2026. Later entries list what changed from this point.

  2. Chapter 99 measureUSTR, Section 301

Section 301 forced labor action takes effect

For entries from July 24, 2026, USTR's forced labor action (Docket USTR-2026-0265, heading 9903.05) adds 10% or 12.5% on goods of the listed economies, and for some economies tops up the MFN rate to a cap of 10% or 12.5%. Goods subject to Section 232, USMCA goods of Canada and Mexico, CAFTA-DR textiles and apparel, and products in Annexes I and II are exempt. It covers almost all products, so no single code list applies.

  3. EU ruleCouncil of the European Union

EU: EUR 150 duty relief ends, EUR 3 per item duty starts

From July 1, 2026 until July 1, 2028, Council Regulation (EU) 2026/382 removes the EUR 150 customs duty relief and applies a customs duty of EUR 3 per item to consignments up to EUR 150 sold in distance sales. An item is goods sharing the same tariff classification, charged per declaration line. HTSBase applies it in EU landed cost estimates.

  4. Chapter 99 measureCommerce, Section 232

Section 232 steel and aluminum charged on full customs value

From April 6, 2026 the Section 232 duties under 9903.82 apply to the full customs value: 50% for steel and aluminum articles, 25% for listed derivatives and 15% for some equipment. Goods with 15% or less metal content are not covered. HTSBase adds the 50% rate as likely for chapters 72, 73 and 76.

How updates work

  • Once a week we download the full schedule from the USITC and rebuild our tariff data.
  • A script compares the new file with the previous one, line by line, and records codes added and removed and every change to the general, special and column 2 rates. If nothing changed, no entry is written.
  • The same weekly run checks Section 301 and Section 232 measures against USTR, CBP and Federal Register notices. Measures are added here with their effective date once a primary source confirms them.
  • EU rules are added when they change how we estimate EU duty or VAT.

The official sources are authentic; this log is a convenience. Check the USITC HTS before you file.
