Raw furskins (including heads, tails, paws and other pieces or cuttings, suitable for furriers' use), other than raw hides and skins of heading 4101, 4102 or 4103
Heading 4301 covers raw furskins that have not been tanned or dressed, including whole skins with or without the head, tail or paws, and loose heads, tails, paws and cuttings sold to furriers. The heading splits first by animal type: mink (4301.10), certain lamb types (4301.30), fox (4301.60), and all other furskins (4301.80). A final line, 4301.90.00.00, takes the pieces and cuttings rather than whole skins. Almost all lines are free of duty, with the silver, black and platinum fox line carrying the only dutiable general rate.
